Research consultant on women in law enforcement in Southeast Asia (Home Based International Consultant)
1. Legal Expert
Graduate in Law with 10 years of overall working experience in legal matters.OR
Post graduate in Law with 8 years of overall working experience in legal matters.
At least 5 years working experience in matters related with public procurement, contract management, procurement legislation, contract law, commercial law, arbitrations, and other relevant areas.
At least 2 years’ experience in interpretation of legislation and other laws /regulations/rules etc.
Qualification in procurement will be preferred and given additional weightage.
Additional relevant qualification(s) / experience / assignments would be of advantage and would be given added weightage.
Knowledge and Skills:
Must have in-depth knowledge and understanding of public procurement principles and procedures.
Must have sound understanding of principles underlying good procurement practices and understanding of procurement rules and procedure, ability in identifying and resolving procurement issues.
Excellent Analytical & Problem-solving skills
Prior experience with Government, UN agencies and other international organizations is desirable
Language Requirements: Fluency in English
Consultancy Fee : Consultant shall be required to submit per day rate quotation; payments shall be made on quarterly basis upon submission of invoice along with deliverables mentioned above in the ‘Key Results Expected’ section.
2. Research Consultant on Women in Law Enforcement in Southeast Asia
Duties and Responsibilities
Under the supervision of Regional Advisor a.i., Governance, Peace and Security, UN Women Regional Office for Asia and the Pacific, the consultant will undertake the following tasks:
Jointly with INTERPOL and UNODC, produce a research on Women in Law Enforcement in ASEAN
Upon request, conduct missions to Southeast countries and potentially others to deepen the knowledge on gender and law enforcement and to share the findings of the regional research on women in law enforcement
Produce a country review of women in law enforcement in Vietnam, Philippines, Malaysia, Indonesia (Brunei and Singapore TBC) and integrating feedback received.
Support building a regional network of women in law enforcement as well as male and female champions promoting women in law enforcement
Support facilitation of consultations on women in law enforcement in at least two countries.
Contract period and work location
The consultant will be home-based, and travel to countries in southeast and beyond upon request. Any travel costs related to travel will be authorized and arranged by UN Women prior the travel date.
Master’s degree in gender issues, security, public policy, law, international relations or another related field.
Minimum 7 years of relevant experience with a demonstrable ability to undertake empirical research and analytical reviews in the areas of gender and law enforcement.
Demonstrated experience in conducting research including substantive studies of gender equality and security sector.
Expertise and knowledge of Southeast Asia
Excellent command of English. Other UN languages an asset.
Applications will be evaluated based on the cumulative analysis.
