Major Duties and Responsibilities
The policy associate under the direct supervision of the Chief of Mission (CoM), will be responsible to gather and analyze information regarding UNHCR’s strategic engagement with Government authorities, diplomatic missions, NGOs and policy bodies, and to articulate UNHCR position.
Accountability (key results that will be achieved)
Information provided to the external parties is correct and duly approved by the Chief of Mission (CoM).
All drafts of relevant correspondence and reports are prepared in time and as per requirements.
Responsibility (process and functions undertaken to achieve results)
Draft policy documents on OCM’s strategic engagement with external partners other than the media (diplomatic missions, GoI counterparts, NGOs, policy bodies etc.).
Manage the external engagements including the ‘Friends of UNHCR’; maintain contact with members and prepare for substantive meetings.
Liaise with policy institutes and think tanks, and maintain active engagement on common research interests.
Support protection unit in outreach to the judiciary.
Serve as Secretary to the Multi-functional team (senior management at OCM) and monitor follow-up on decisions taken.
Propose and draft substantive correspondence for the CoM.
Confer with responsible Officers in OCM to secure timely and authoritative information relevant to matters requiring action.
Ensure that the CoM is prepared for meetings and missions by drafting talking points, by researching relevant information; and by establishing contacts (within and outside UNHCR) on the subject matters to be discussed.
Maintain agenda of external meetings for CM.
Follow-up on implementation of policies and monitor compliance by other units.
Perform other duties as required.
Authority (decisions made in executing responsibilities and to achieve results)
Initiate upon request of the CoM the contact with the relevant external parties on various issues.
Coordinate with different units in the office that information presented in policy documents are duly verified and endorsed by the CoM.
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
Completion of secondary education with post-secondary training/certificate in Political Science, International Relations or other related fields.
Minimum 6 years of work experience relevant to the function.
Fluency in English and Hindi.
DESIRABLE QUALIFICATIONS AND COMPETENCIES
A proven ability to act with discretion and diplomacy is essential for this function.
Excellent communication skills and demonstrated ability to network.
Excellent written and spoken English, including proven drafting and editing skills.
