The Chief Minister’s Young Professionals for Development Programme (CMYPDP) is inviting applications for the job roles of Advisor and Research Associates to fill up 6 and 52 seats of the same, respectively.

About Chief Minister’s Young Professionals for Development Programme (CMYPDP)

The Chief Minister’s Young Professionals for Development Programme is an opportunity for young graduates/post graduates and professionals to work with the government.

The Programme, like the fellowship programmes of other states, aims to equip aspiring Young Professionals with an in-depth understanding of the complexity of the governance and development processes through district and village level immersion in a wide range of institutions dealing with regulation, health, education, infrastructure, urban and rural development and social security.

These young professionals will help identify problems in the design of programmes, schemes and implementation processes through rigorously structured research projects, so that necessary improvements can be made at the policy and implementation levels.

Learning Outcomes

  • An opportunity to engage on a wide range of public policies such as education, public health, transportation, poverty alleviation, slum rehabilitation, environment sustainability, pollution control, public service delivery etc.;
  • Key analytical and managerial skills by working on projects related to understanding the formulation and implementation of projects in diverse sectors; and
  • Exposure to and understanding of the various stakeholders involved in the governance process.

Duration of the Programme

The duration of the programme will be for one year on a contract basis.

How Does it Work?

52 Young Professionals (Research Associates) will be placed in each of the districts of Madhya Pradesh to gather objective feedback on the functioning of the Government.

They will be guided in their work by 6 dedicated Mentors(Advisors) who will be located at Bhopal and will work closely with the government departments at the policymaking level.

This young team will work on projects in areas of government activity having maximum impact on the citizens.

Projects

Such projects would cover issues of governance which would include accountability, enforcement of the rule of law, improving the quality and effectiveness of public service delivery, control of corruption etc.

Specific projects may include improving the quality of education, improving child nutrition, improving the quality of health care, mitigation of poverty, creating livelihood opportunities, improving the service quality of government offices etc.

Responsibilities

While the appointees would be working at the field level,

  • collecting evidence on definite, structured projects designed to examine specific policies and
  • evaluate schemes and government programmes,
  • they would also be required to innovatively look at the functioning of the government system and
  • raise issues through working papers, which could be published by the institute. Such papers could lead to further research and policy work.

Deliverables

  • The appointees will be required to submit regular documentation of their outputs;
  • This can be briefings, papers, presentations, reports and other formats.
  • Fellows are expected to demonstrate and document outstanding work.
  • They will also be required to make regular presentations to the institute and concerned stakeholders.

Number of Positions

  • Advisors: 6 (Placed at AIGGPA Bhopal)
  • Research Associates: 52 (1 in each of the 52 Districts)

Eligibility Criteria

Advisors
  • Educational Qualification:
    • A Graduate degree with good academic record of 60% and above in Engineering or Law OR
    • A Post Graduate Degree with good academic record of 60% and above in Management (MBA/PGDM) or MA in Economic/Political Science/ Statistics/ Sociology/ Social Work/Public Policy/Public Administration or Master of Social Work/ Post graduate in Science.
    • 10% relaxation in minimum qualifying mark in above required qualification to the SC/ST candidates will be allowed as per rules.
  • Experience:
    • A minimum research/field experience of 6 years in Government/Semi government/NGO/Private Sector in analytical studies of policies/programmes/schemes in an area relevant to the expected work
    • Last gross salary/cost to Company should not be less than Rs. 50,000/- per month
  • Age Limit:
    • Minimum: 25 years
    • Maximum: 40 years (as on last date of submission of application)
  • Desirable Qualification:
    • Advanced analytical skills,
    • Proficiency in Computer application,
    • Excellent communication skills
    • Proficient in English and working knowledge of Hindi
    • Relevant work experience with Central Government/State Government PSUs/NGOs /Private Sector and
    • Acquaintance with important Projects and Plans of the Government/International Organizations like UNDP, UNICEF, UNESCO, World Bank etc.
Research Associates
  • Educational Qualification:
    • A Graduate degree with good academic record of 60% and above in Engineering or Law OR
    • A Post Graduate Degree with good academic record of 60% and above in Management (MBA/PGDM) or MA in Economic/Political Science/ Statistics/ Sociology/ Social Work/Public Policy/Public Administration or Master of Social Work/ Post graduate in Science.
    • Capability to use ICT Application (Information Communication Technology)
    • Note: There is no reservation in Research Associate category.
  • Age Limit:
    • Minimum: 21 years
    • Maximum: 32 years (as on last date of submission of application)
  • Desirable Qualification:
    • Advanced analytical skills,
    • Proficiency in Computer application,
    • Excellent communication skills
    • Proficient in English and working knowledge of Hindi
    • Relevant work experience with Central Government/State Government PSUs/NGOs /Private Sector and
    • Acquaintance with important Projects and Plans of the Government/International Organizations like UNDP, UNICEF, UNESCO, World Bank etc.

Compensation

  • Research Associates: Rs. 40,000 per month
  • Advisors: Rs. 60,000 per month

In addition, both will be entitled to get other allowances as per AIGGPA Service Rules.

Touring for official purposes out of the district would be covered separately under the programme, as per the Government of MP TA/DA Rules.

Application Process

Applications shall be received through MPOnline (www.mponline.gov.in) only. A link to the website of MPOnline will also be provided on the website.

The candidates can apply for only one post, either for Advisor or for Research Associate.

The scanned copy of the following documents shall be uploaded by the applicant:

  1. Photograph & signature.
  2. High School examination Mark sheet in support of date of birth.
  3. Higher Secondary School examination Mark sheet.
  4. Graduation Mark sheet.
  5. Post Graduation Mark sheet.
  6. Caste Certificate ( in case of reserve category candidates)
  7. Experience Certificate.

Application Fee: Online application filling on MPOnline portal will be on chargeable basis @ Rs.170/- +GST.

For objection calling Rs.50/-+GST will be charged. All these charges will be borne by the candidates via online various payment methods.

Selection Process

The selection process of the Programme will consist of two rounds:

  1. Preliminary Scrutiny: The first round of shortlisting will be done based on online computer based test conducted by MPOnline. Selection will be done on the basis of merit list & the eligible candidates will be contacted for personal interview.
  2. Personal Interview: The shortlisted candidates will be called for face-to-face interview with a panel of experts. Candidates will be interviewed in-person in Bhopal, Madhya Pradesh.

Induction cum Training

There will be an induction cum training programme to orient the selected candidates with important programmes of the Government of Madhya Pradesh and a refresher on research methodology.
