Alternative Law Forum, Bangalore and the Karnataka State Advisors to the Office of the Supreme Court Commissioners are planning to conduct a survey of homeless people and homeless shelters in several towns in Karnataka.
The survey is being conducted to check for compliance with regard to Supreme Court orders related to homelessness as well as Central and State Government schemes for homeless shelters.
The Supreme Court has over the years passed several orders to set up shelters for homeless persons in several cases such as PUCL v. Union of India (W.P. (C) 196 of 2001), Deepan Bora v. Union of India (W.P. (C) 572 of 2003) and E.R. Kumar v. Union of India (W.P. (C) 55 of 2003).
In addition to the Supreme Court orders, the Central Government and Karnataka State Government have separate schemes and guidelines for running of such shelters.
The planned survey will look into gaps in compliance of the Supreme Court orders and Government guidelines and make suggestions for better implementation of the schemes.
In this regards, volunteers are invited to be a part of these survey visits and campaigns for the issue of homelessness. Volunteers are invited on a rolling basis. The work shall be mostly at-home, requiring volunteers to attend the survey visits and campaigns when and if the need arises.
